Sorry for the years late reply… the custom content files that you download for the game will give you a .dat file, that is then placed in your documents/simcity/plugins folder on your hard drive when you installed the main game. Once installed in the plugins folder, the lot or mod will then appear in your game.

Loved this game(Simcity4 Deluxe), Been awhile since I played. Installed on Win10, nothing but issues. Found this site. Patches and fixes galore. Now to find a CD Crack and I’m back in business. Thank You for still having this available.
I recommend the digital verson of the game, from Good old Games. No need for discs.
